Since Orochimaru clearly knows that Naruto is the Nine-Tails jinchuriki, as shown when he seals away the Nine-Tails chakra in a crude sealing jutsu, he missed a golden opportunity to take the power of the Kuruma for himself.
This might have been the difference between success and victory in his assault on Konoha. It was stated in some of Orochimaru's backstory that he was, at one point, in line to become the 4th Hokage , and even had aspirations for the role. Unfortunately for him, he couldn't keep his head down and play the political game long enough for this to happen and he was ousted before he could be put into this position. Had he simply kept his head down and not raised suspicions in his village, he could have become the 4th Hokage instead of Minato and gained enough power and control to continue his research unimpeded.
One of Orochimaru's many, many weapons is his Sword of Kusanagi, which he used in the battle with the 3rd Hokage to kill him. Aside from being able to cut through almost anything, it can also be controlled telepathically and can be concealed inside his body.

Only difference would be that this time, Third Hokage would have more troubles defeating Orochimaru, because as Hokage, Orochimaru would have access to more techniques, so he would be stronger. Of course, Third Hokage would told someone about his doubts, and he would probably say about that to Minato. Maybe, they would even attack Orochimaru together, which would mean that Orochimaru would lost that fight for sure.
In other case, Third Hokage would tell Minato about his doubts, and if Third Hokage die, Minato can tell all about Orochimaru to village council. Which would mean that Orochimaru's plan would be destroyed, and Orochimaru would run away, and he would attack Konoha one day.
And about Nine tails incident, If Kurama and Obito attacked Konohagakure, Orochimaru would seal Kurama in himself, so he would get stronger, and Minato and Kushina would stay alive.
As the Hokage Orochimaru does have access to everything Konoha has to offer, but it would probably end up in a scenario similar to that of the Hidden Rain village where the land is poor from war and corruption. There are many factors that would come into consideration, however Orochimaru has always been about himself and using others to better himself in the long run. Anyways, thanks for reading!
