One person might have th-fronting, but not much t-glottaling. Another person might have few overt Cockneyisms, but some occasional word-internal t-glottaling. Estuary works as a term for accents that lie within the spectrum between RP and Cockney. But the specific dividing line between the two will always remain extremely vague.
If you go back to the Survey of English Dialects, intervolic t-glottalisation was found at Wibsey outskirts of Bradford.
